An electronic system designed for invoice management and integration with the Zakat, Tax and Customs Authority (ZATCA) e-invoicing system in the Kingdom of Saudi Arabia.
📋 Project Overview
The system is a comprehensive digital solution for managing billing operations and automating direct integration with the electronic invoicing system of the General Authority of Zakat and Tax and Customs (ZATCA - Phase Two). It handles tax invoices between businesses (B2B) through the clearance path and simplified invoices between businesses and customers (B2C) via the reporting path. The system strictly applies all technical standards, such as encrypted digital signatures (ECDSA), tamper-proof sequencing (ICV & Hash Chaining), generating QR codes (QR TLV), and XML files compliant with UBL 2.1. The system’s efficiency is further enhanced by a specialized module for managing transport and accommodation services, which allows for registering and tracking hotel bookings and transport lines, accurately calculating taxes and fees (like 15% VAT and tourism and municipal fees if applicable), and seamlessly integrating operational and financial details into the approved invoice. This ensures flexible management and accurate accounting records that meet the compliance and regulatory requirements in the Kingdom.

The system aims to achieve full and ongoing compliance with the requirements of the Zakat, Tax, and Customs Authority (ZATCA) in its second phase, by automating the issuance and approval of tax invoices (B2B) and reporting simplified invoices (B2C) with the highest security and encryption standards to prevent financial tampering. It also unifies the operational and financial cycle for transport and accommodation bookings into a single platform that ensures accurate automatic calculation of taxes, tourism, and municipal fees, reduces human errors, and improves accounting audit efficiency and revenue reconciliation speed.
